Guidance on Temporary Loan Emergency Funds
E.g. Emergency small amount fund

Repayment of the temporary loan emergency funds will begin in January 2023.
However, those for whom one of the following 3 conditions are true are eligible to apply for an exemption from repayment. Please apply as soon as possible. (Applications will undergo a screening process.)
If no application for exemption is made by December 26, 2022 (Mon.), repayments will start from January 2023.
Repayments by bank transfer will be carried out on the 20th of every month. Please ensure that there are sufficient funds available in advance.
For those who have not set up bank transfer, a separate payment slip will be sent twice a year, so please carry out the payment from Yucho Bank, Kyoto Bank, or Kyoto Hokuto Shinkin Bank by the end of every month.

1.Recipient who is exempt from paying inhabitant tax or recipient whose head of household is exempt from paying inhabitant tax for the fiscal year 2021 or 2022 (both per capita rate and income rate are 0 yen)

If the above applies to you but you have yet to apply for an exemption from repayments, please check the application documents sent previously and apply as soon as possible. If you do not have the documents, please contact us at the number below.
Those who have not yet filed a resident tax report must do so. All tax related enquiries should be made to your nearest tax office or tax section of your municipality of residence as of January 1, 2022.

*Please note that this guidance is also being sent to those to who had sent the application for exemption from repayments but for whom there were incongruencies.

2.Recipients of public assistance after receiving the temporary loan emergency funds

Persons who became recipients of public assistance for livelihood protection after receiving the temporary loan emergency funds and continue to receive it are eligible to apply for exemption from repayments. To do so, please contact as noted below. However, please note that if the loan period and public assistance for livelihood protection payments period overlap, the exemption will not apply.

3.Those who have a mental disability certificate (grade 1) or a physical disability certificate (grade 1 or 2)
